Leadership with the People
1. Peter CLARKE proposes to CAP SPENDING and TAXES to the RATE of INFLATION and ZERO BASED BUDGETING for ALL Services, Departments and Programs as of 2011.
2. Peter CLARKE proposes SALARY and
EXPENSE REDUCTIONS of 25% for all elected representatives.
Expenses or salary increase thereafter would be limited to the annual rate of inflation.
These cuts SAVES Taxpayers $9.5 Million over the current 4 year term of office.
3. Peter CLARKE proposes to RESCIND the
12 MONTH GOLDEN BENEFIT SEVERANCE PACKAGE for Councillors after October 25, 2010. This SAVES taxpayers a further
$5.4 Million and represents a taxpayer saving of $122,845. per councillor upon their individual
defeat at the polls.
4. Peter CLARKE proposes a TERM LIMIT of 8 years for councillors and mayor. Term limits would facilitate a refreshing makeup of council and produce fresh ideas. " What one cannot achieve in 4 to 8 years as a councillor, one will not accomplish in 11 to 23 years as a career politician.”

Peter CLARKE proposes ONE TRANSIT AUTHORITY for Toronto and GTA along with taking control of the TTC away from council and OFF the backs of Homeowners, Renters and Condo Homeowners by using 20% of existing taxes collect by the provincial and federal governments for existing gasoline and diesel taxes. No new TTC office building.

THE PLUS TEN and BEYOND
11. Peter CLARKE proposes any RESIDENTIAL PROPERTY TAX increase be LIMITED to RATE of INFLATION or below on an annual basis and in the form of a bylaw which could only be reversed by a public referendum. Condos and Multi Residential Properties must be taxed at the same rate as residential properties.
12. Peter CLARKE proposes A SALARY FREEZE on ALL SENIOR and TOP Bureaucrats until they can manage to come up with some meaningful and enlightened ways and means for fiscal responsibility other than proposing to sell off assets or seek more taxing powers. If they cannot do this a new council will find individuals who can.
CLARKE strongly believes that councillors have to manage city hall not be led by city hall.
13. Peter CLARKE proposes Spending and Budgets must be PRIORITIZED ON CORE SERVICES. If necessary council must seriously consider UP LOADING MANDATED SERVICES BACK TO PROVINCE.
14.Peter CLARKE proposes COST REDUCTIONS
to the police services operations:
a. Benefits be on a SHARED COST 50/50 COPAYMENT BASIS from the current 100% taxpayer paid.
b. By Attrition reduce the civilian component by 10% to 15% over a 4 year period.
c. REDEPLOY 30 officers from the mounted unit to other policing duties. This would leave the mounted unit with 13 officers and 18 horses from the current 43 officers with 28 horses.
Peter estimates a $4 MILLION dollar savings to the taxpayers or more on an annual basis.
15. Peter CLARKE proposes Business tax increases be Limited to rate of inflation, TO BE COMPETITIVE with our GTA neighbouring municipalities.
Toronto’s future success or failure will hinge on the new councils ability to attract and retain business and investments through fiscal responsibility.
16. Peter CLARKE proposes a NEW FINANCIAL arrangement for TTC, by utilizing 20% of existing gasoline and diesel taxes currently charged federally and provincially.
Such a political commitment from both the provincial and federal governments to our cities for Public Transit would greatly help remove this ever increasing expenditure off the backs of the over burdened property tax base.
Another option might be to consider the privatization of the T.T.C. or have ONE public transit body for the entire GTA from Oshawa on the east to Hamilton on the west in harmony with GO and out of the control of council.
17. Peter CLARKE proposes CONSULTATIONS
for OTHER MEANINGFUL COST SAVING measures and alternatives with union and non union employees groups within the city to help resolve the city’s fiscal problems.
Peter CLARKE strongly believes councillors are elected to manage city hall NOT be led by city hall staff, lobbyists or special interest groups.
Peter CLARKE is an INDEPENDENT and your average citizen candidate, NOT an establishment career politician of 19 years.
